Two former officials from the City of Harare have been sentenced to nine years in prison for criminal abuse of duty following their involvement in fraudulent activities.
The sentencing of Stanley Ndemera, an executive at the City of Harare, and Emmanuel Mutambira, the former Valuations and Estate Manager, was announced by the National Prosecuting Authority of Zimbabwe on August 16, 2024.
The charges stemmed from their actions related to a transaction involving land belonging to the City of Harare, which was improperly sold to Oplet Enterprises Private Limited and Silverbird Enterprises Private Limited. The fraudulent sale of land occurred on July 8, 2024, and was ultimately valued at $50,000. Reports indicate that the land had been earmarked for use local organizations, including Old Hararians Sports Club.
According to court findings, the two officials failed to adhere to proper procedures and unlawfully facilitated the sale, which led to financial losses for the City of Harare. The prosecution highlighted that their actions not only undermined public trust but also violated their obligations as public servants.
In addition to the nine-year prison sentences, the court emphasized the severity of the crime and its impact on the community. The case serves as a reminder of the commitment by the authorities to combat corruption and ensure accountability among public officials.
The National Prosecuting Authority reiterated its determination to address corruption within the public sector, stating, "Combating Crime and Corruption is vital for restoring public confidence in governance."
