The (ZNOART) has called on residents across Zimbabwe to consistently pay their municipal bills, stressing that timely payments are key to sustaining essential public services.
In a statement released by its National Chairman, , the organisation highlighted that the payment of rates, water bills, and other service charges is crucial for local authorities and service providers to maintain infrastructure and improve service delivery.
ZNOART underscored that sustainable development within communities depends on collective responsibility, urging residents to honour their financial obligations. At the same time, the organisation challenged local authorities and service providers to deliver efficient, transparent, and high-quality services.
“Accountability must be mutual—residents must pay, and service providers must deliver,” the statement read.
The organisation further emphasised the need for improved governance in local service provision, calling on authorities to ensure that revenue collected is properly utilised for infrastructure development and enhanced service delivery.
ZNOART also acknowledged government efforts to strengthen service delivery through Public-Private Partnerships (PPPs), noting that such initiatives have the potential to improve efficiency if effectively implemented.
However, the residents’ body outlined a list of key demands, including reliable running water, improved waste management systems, well-maintained roads, and efficient sewer infrastructure to prevent disease outbreaks such as . It also called for the enforcement of minimum service delivery standards and uninterrupted provision of essential services.
The organisation maintained that achieving higher levels of service delivery will require coordinated efforts from all stakeholders, including government, local authorities, service providers, and residents.
ZNOART, an apex body representing residents and associations nationwide, reiterated its commitment to promoting accountability, transparency, and sustainable community development across Zimbabwe.
