Government Steps In to Transform Cowdray Park Through Title Deeds and Infrastructure Programme

The Government has pledged to transform Cowdray Park’s Hlalani Kuhle/Garikai area through the Kwangu/Ngakwami Presidential Title Deeds Programme, which officially rolled out on Saturday at Cowdray Park Primary School.

Guest of Honour, Finance, Economic Development and Investment Promotion Minister Professor Mthuli Ncube, said the project was part of the Government’s broader initiative to address irregular and informal settlements across the country.

“Servicing of this area will begin in January next year. The private sector will lead the works, while Government will serve as guarantor of the project to ensure timely delivery and accountability,” said Prof. Ncube.

He added that the programme will provide critical infrastructure — including water, sewerage systems, and roads — as part of efforts to improve living standards and promote formal settlement development in line with national policy.

The Minister of State for Provincial Affairs and Devolution for Bulawayo Metropolitan Province, Hon. Judith Ncube, was also present at the event, underscoring Government’s commitment to the city’s urban renewal agenda.

The City of Bulawayo recently partnered with the Kwangu/Ngakwami Presidential Title Deeds Programme to jointly tackle service delivery challenges in Cowdray Park.

Representing His Worship, Senator David Coltart, the Mayor of Bulawayo, Councillor Aleck Ndlovu commended the activation and rollout of the project, emphasizing that about US$33 million is required to expedite the servicing of the area.

“With Hlalani Kuhle being a brainchild of the Central Government, it is commendable that Government has come up with interventions to address the challenges that have long affected this community,” said Cllr Ndlovu.

The Kwangu/Ngakwami Presidential Title Deeds Programme seeks not only to deliver essential infrastructure but also to formalize ownership by issuing title deeds to residents, providing security of tenure and fostering investment confidence.

This initiative dovetails with the Zimbabwe National Human Settlements Policy (ZNHSP), whose thrust is to provide housing, order, and dignity to citizens as the nation moves towards the attainment of Vision 2030 — transforming Zimbabwe into an upper middle-income economy.
