President Emmerson Dambudzo Mnangagwa has proclaimed December 20, 2025, as the date for the Nkulumane parliamentary by-election, following the death of the area’s Member of Parliament, Honourable Desire Moyo.
The proclamation, issued under Statutory Instrument 169A of 2025 and gazetted as Proclamation 6 of 2025, was made in terms of section 39(2) of the Electoral Act [Chapter 2:13]. It directs that a new election be held to fill the vacancy in the National Assembly.
According to the proclamation, the nomination court will sit on Thursday, November 20, 2025, at 10 a.m. at the Magistrates’ Court, Court 5, Tredgold Building, Leopold Takawira Avenue, Bulawayo. The court will receive nomination papers from prospective candidates seeking to contest for the Nkulumane constituency seat.
President Mnangagwa further fixed Saturday, December 20, 2025, as the polling day, should a contest arise and a vote be necessary under section 46(17)(c) of the Electoral Act.
The vacancy arose following the passing of Honourable Desire Moyo on October 10, 2025. Moyo had been the elected Member of Parliament representing Nkulumane under the previous Parliament.
The proclamation was signed and sealed by President Mnangagwa in Harare on November 6, 2025.
