Sweden to Phase Out Bilateral Development Cooperation with Zimbabwe by 2026

The Government of Sweden has announced plans to gradually phase out its Bilateral Development Cooperation Strategy with Zimbabwe, with the process expected to conclude by 31 August 2026.

The decision follows extensive deliberations and aligns with Sweden’s broader foreign policy priorities, including emerging security and defense challenges in the region. It is also part of the Swedish Government’s Reform Agenda for development cooperation, which seeks to sharpen the focus of its international development programs and reduce the number of bilateral cooperation strategies. Other African countries affected by similar changes include Liberia, Mozambique, and Tanzania.

Officials emphasized that the decision is not linked to any specific developments in Zimbabwe. However, as Sweden’s Embassy in Harare has been closely tied to the development cooperation agenda, its permanent diplomatic presence will be scaled down, and the Embassy will close.

Despite the changes, Sweden reaffirmed that Zimbabwe remains an important partner, noting the countries’ historic relations and strong people-to-people ties. These foundations, according to Swedish officials, create opportunities for continued collaboration in new forms.

Sweden intends to maintain positive diplomatic relations with Zimbabwe, focusing on trade, investment, and sustainable growth. Key areas for future collaboration include sustainable mining, environmental protection, climate action, and democracy and human rights.

Support to Zimbabwe will continue through multilateral organizations, EU development programs, and Sweden’s thematic and regional development cooperation strategies. Swedish authorities, including the Ministry of Foreign Affairs and Business Sweden, will also continue supporting Swedish companies operating in the Zimbabwean market.

The Swedish Government described the move as an orderly and responsible transition, reflecting a strategic shift rather than a change in bilateral relations.
