High Court Justice Pisirayi Kwenda has sentenced Moses Mpofu and Mike Chimombe to lengthy prison terms following their conviction for defrauding the State of over US$7 million in the Presidential Goat Pass-On Scheme.
Mpofu received a 22-year sentence, with seven years suspended—three on condition of good behaviour and four tied to restitution—resulting in an effective 15-year jail term. Chimombe was sentenced to 17 years, with five years suspended—three for good behaviour and two linked to restitution—making his effective sentence 12 years.
Both Mpofu and Chimombe have given notice of their intention to appeal both their convictions and sentences.
The case has drawn significant public attention due to the scale of the fraud and the high-profile nature of the Presidential Goat Pass-On Scheme, a government initiative designed to support local communities through livestock distribution.
